This removes the unnecessary setting of c-basic-offset from all
python-mode files.
This was automatically generated using

... on the affected files.
The bulk of these files are moz.build files but there a few others as
well.

Straight assignments to HierarchicalStringList, which we'll change
EXTRA_JS_MODULES to in a later patch, don't work. This change, in
addition to making things work as expected later on, also is more
consistent with existing practice.
