We use Flush_Display here because mousemoves flush out layout, so we want to do the synthetic one after we've done our normal layout flushing

0828b2a9e2 Bug 686545 - Fix build bustage with nsRefreshDriver/nsARefreshObserver not being defined. r=ehsan 
The buld bustage only appears with some options being disabled in the
mozconfig. Likely, nsRefreshDriver.h is included by another hedear that isn't
included when an option is disabled.
