Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:
1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.
2. Run ./mach lint --linter black --fix
3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.
4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.
5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

There are various binaries that are included in test archives that are
necessary for artifact builds to be repackaged. Don't generate artifact build
variants of tasks without them.

This deliberately excludes builds that are implemented using the artifact build machinery,
but are not primarly intended to short-circuit build time. In particular the Windows aarch64
builds are not marked this way.

This gets rid for the need of a number of local packages (mostly related
to Gtk+3). One exception is that we now need a 32-bits version of the
xz-utils package, some -dev package depends on it, and that dependency
can't be fulfilled in the 32-bits image because we already have the
64-bits backport installed, which conflicts with it (we need both
32-bits and 64-bits package to be at the same version when installed).
The system binutils fails to link clang-7 for some reason, so we now use
our toolchain binutils instead, like we already do for newer versions of
clang.
The debian-packages docker image now needs an explicit installation of
git, because it's not pulled in via the recommends of some other
package.
For some reason, snapshot.debian.org doesn't contain the jessie-backports
archive at the same location as others, and only has a few snapshots of
the archive.

There are a number of settings that have equivalent expressions in
`try_options` (used for try syntax) and `try_task_config` (used for other try
selectors). Rather than requiring task generation code to understand both
formats, this converts the try syntax specification to `try_task_config` at
parameter generation time.

The 'auto' in 'mach try auto' stands for two things:
1. It automatically picks tasks for you.
2. It runs the same scheduling algorithms as autoland.
It accomplishes this by creating a new target_tasks method that spoofs the
'project' parameter to autoland.

MOZ_PGO_PROFILE_USE is used to enable certain features in the automation
mozconfigs for profile-use builds, including the MOZ_PROFILE_USE
configure option. They aren't easily combined into one flag due to the
extra settings that are enabled only in automation mozconfigs.
Renaming the former variable to TASKCLUSTER_PGO_PROFILE_USE makes it
slightly more obvious where it comes from and avoids confusion.

Taskgraph needs to know the correct mar-channel, so allow it to pass it into the build,
rather than keying off the update-channel in configure. This will allow using a `mar`
binary that doesn't have the mar-channel configured in.

Often times, PGO builds aren't required for testing things (in particular,
testing release automation). However, at least when testing release automation,
we do need to use the shippable build type.
Add an option to mach try that will disable using the 3-tier PGO jobs.

The 3-tier PGO builds used a separate mozconfig called 'profile-use' for
the final tier. This created a problem when it rode to beta, since the
same mozconfig was used for all trees, which meant we ended up with
nightly branding on beta builds.
With the PGO-enabling logic in common mozconfigs, we can enable it by
setting the MOZ_PGO_PROFILE_USE environment variable from the task
definition. All of the final-tier PGO builds now use the nightly, beta,
etc mozconfigs like before, so branding should be intact.

Some groups of tasks need to share the same profile data. For example,
Android PGO builds and Android Nightly builds both use the
generate-profile-android-api-16/pgo task for profile data. Previously
this was done with a text substitution, but this is a bit hacky and
doesn't easily scale with different build types.
Allowing use_pgo to be a string means we can just directly point to the
generate-profile task that contains the profile data to be used in a PGO
build.
