f959ed5916 Bug 1709511 - Add a preview Fluent file for Firefox Suggest. r=harry,fluent-reviewers,preferences-reviewers,flod 
This adds preview localizations for remaining Firefox Suggest strings.

I removed support for `payload.helpTitle` and `sponsoredText`. The `helpTitle`
code comment says it's useful for experiments with hardcoded strings, but we're
not shipping experiments as extensions anymore, and in-tree experimental/
in-development features should use preview localizations AFAICT.

Covered by existing tests:

* browser/components/urlbar/tests/browser/browser_helpUrl.js
* browser/components/urlbar/tests/browser/browser_quickSuggest*
* browser/components/preferences/tests/browser_searchQuickSuggest.js

95731af1ca Bug 1676524 - fix intermittent failures in browser_experimental_features_filter.js due to fluent races r=emilio 
The test overwrites a fluent-originating text content with its own,
but doesn't clear the fluent data-l10n-id attribute. As a result,
if it tries to write the textContent before the data-l10n-id pass
from fluent has run, fluent overwrites the textContent before we
do a search, and then the rest of the test gets bogus results
because it matches against the wrong text content.

This patch fixes this by removing the data-l10n-id attribute so
the fluent pass doesn't try to put text in these elements
anymore.

This patch disables the update service as if it were disabled by policy
whenever a package identify is present. User interfaces are treated as if
the updater had not been included in the build, because that prevents any of
our usual update UI from being shown, and in particular ensures that we do not
generate messages about an administrator handling updates, as would normally
happen when disabling updates via policy.

The telemetry environment's update.enabled flag is deliberately left alone in
this patch, because the mere fact of using an app package does not really say
anything about whether the user intends to allow automatic updating or not.

4a2b31de9c Bug 1717819 - wrap exception button for https-only mode in hbox so search tooltips align correctly, r=mconley 
I'm also removing the align=end, because the vbox is adjacent to a flex=1 vbox,
so all horizontal space will be eaten by that other box, meaning alignment of
the button is a no-op as its container is the same width as the button anyway.
