2e9870b4ee Begin removing mAvailSpaceRect and mBandHasFloats from nsBlockReflowState by converting the current state-mutation GetAvailableSpace to a getter GetFloatAvailableSpace to replace it, and reimplementing the state mutation in terms of the getter.
