Bug 1880183 - Vendor the latest Application Services. r=bdk

This version includes the new
`SuggestStoreBuilder#remoteSettingsBucketName()` API.

This commit also makes the chrome JS-exposed `SuggestStoreBuilder`
methods synchronous.
